appeal after plea?

My brother in law was commited arson in Jan. of 2002 and took a plea in August. He got 30 yrs, 10 suspended with 10 yrs probation after he is paroled. He has asked me to see about getting his paperwork from his lawyer and acts as if he's going to try to appeal his case. Can he do this when he didn't have a jury trial and took the plea bargain? He knew he could refuse and had refused the first offer. I would like to see him get less time but not sure it's possible and don't want him to get his hopes up. There were no injuries in the fire and the only charge they got him on was the arson, all others were dropped.
