Can't pay restitution

What is the name of your state (only U.S. law)? tennessee My boyfriend was charged with leaving the scene of an accident and was put on probation for 18 months. All the court costs etc. have been paid. All of the restitution has not been paid and can't be before July 21 (last day of the 18 months) and his court date. Wondering if anyone has any idea how the outcome of this would be. VOP is 45 days but is this a VOP? I dont know. The reason it hasn't all been paid is because he is disabled and can not work. I am the only one working and we have 3 kids, we have been doing the best we can. Why wouldn't the restition be a civil matter between him and state farm who by the way is always sending letters wanting to set up a payment plan. Thank u for all your help cannon county tennessee
