What is the name of your state (only U.S. law)? Oklahoma

If someone pleads no contest (domestic abuse) and is fined and receives a deffered sentence, does he now have a conviction on his record?

Fines and a deferred sentence are contradictory. You do however pay costs (both of the prosecution and the resulting probation).

Anyhow, if you successfully complete the deferred sentence you will not have a record of a conviction.
