Expunge my record

I was convicted of Grand Larceny in Virginia in 1994. This coming February will be seven years since this conviction. When can I apply to have my rights restored, my conviction expunged, and to whom would I apply? I am aware that recently, Virginia changed its laws concerning restoration of rights. Thanks.
