How to reduce felony in Utah

I am wondering the process to get a felony reduced in Utah. I did find this (link below) information on it but dont know if it means how to do it or just that it can be done. Any detailed info on papers to submit, who to contact, or help would be well appreciated.

Since no one else asked yet I'll do it. More informatin is probably needed and as I understand it this sort of thing is not the sort of thing you want to tackle without a lawyer. If you can't afford one.... well, you know the drill if you are asking.
