Apparently. There's nothing in the South Carolina statutes about crossbows outside of some hunting restrictions. Federal courts have ruled that the Federal ban for felons doesn't apply to crossbows as well.

Yes, SC is pretty liberal on this. There's not much restriction on non-firearms other than not carrying them concealed (not likely an issue with a crossbow) and even then large classes of things (knives, slingshots, brass knuckles) are exempted unless you intend to commit a crime with them.
