What is the name of your state? Missouri

Thirty years ago my friend Paul stupidly involved himself in stealing merchandise from a local business. He was convicted of felony theft and given a suspended sentence with 5 years probation. Since that time he has not violated any laws and has been gainfully employed. Is it possible for him to have those records sealed so that he doesn't have to say he was convicted of a felony on job applications? What's the difference between having records sealed and having them expunged? Is it true that convicted felons can't vote in Missouri?
