are probation officers in santa clara, california required to test as they test there clients? If not why not??

I dunno. Maybe because they have a constitutional right to privacy and, not having been convicted of any crime (nor required to waive constitutional rights in exchange for getting out of jail early on probation) this would constitute an illegal search and seizure of their bodily fluids?

The county may require them to drug test as a condition of employment but I have no idea.
