texas blue warrants

a freind who is on parole was jailed pending indictment for a felony charge has been in jail for 5 months waiting to go before grand jury but they have no case, but blue warrant holds. was offered a prob and fine -turned it down as he did nothing wrong then offered it reduced to misdemenaor and time served which he almost took but was then informed (not by his lawyer) that if he took it he would still be held by the blue warrant cause they would see it as a felony that was reduced so he would still not be released. is this true and what kind of advice would you have. His charge was over a job he contracted which he was partly paid and had partly done and the people thought he had spent the money on something else yet he has the receipts showing materials he bought for the job and they actually still owe him 10 grand. thanks for any help
