Ticket in an apex zone

Florida, The apex zone( the area before and dividing the exit and highway or interstate/ the area dividing the onramp and highway or interstate before entering) what are the reasons you can park there ie emergency, lost, or just felt like stopping there instead of pulling 6 or 8 feet off the side of the road.

I thought the apex was like a double white line just separated by diagonal lines.
