What is the name of your state? Ohio

I had a child that was given up for adoption approx. 20 years ago. I have tried to get information from the birth mother and the maternal grandmother, but no one will cooperate. Can't I petition the courts to force them to provide information about the birth (time and place)? I just want to find her. I never wanted her to be given up for adoption in the first place, but the birth mother went away to an unwed mother's home and I was not given her location either.
