What is the name of your state? california

I recently gave my ex-friend my password to go into my paypal account to pay for something. I forgot then to change the password and a few days later she went in their again WITHOUT my permission.
Is this illegal? Can I press charges?

Any help would be great!

Can I press charges?

Only the prosecutors office for the jurisdictions in which you live can press charges, private citizens cannot. You can call the police but depending on the amount, not much will be done. You can sue for any losses you suffered though.
