I have just been released from my job due to cut backs. To receive additional benefits I have to sign a waiver releasing the employer from any debts, claims, actions, causes of action including without limitation under the Fair Labor Standards Act of 1938, Employee Retirement Income Security Act of 1974, and the Worker Adjustment and Retraining Notification Act of 1988. Does this mean I can't file for unemployment benefits?

I do not believe that an employer can have you sign away your rights to unemployment. Contact your state's dept. of labor and employment before you sign anything.
