What is the name of your state? Illinois. I applied for and tested for a dispatcher position with a small town fire/police dept. I had worked for them 13 years ago. I had the backing of 5 council members and the fire chief, but because the mayor says he hear bad things about me there was no way I was getting the job. He refuses to say why and has never meet me and dosen't even know me. I was actually hired as a temporay employee but before I could even start I got called and told no way was I going to be working for the city. Is there any recourse?

Unless he is refusing to hire you because of your race, religion etc, no, you have no recourse. They do not owe you a job and he can refuse to hire you for any reason except one prohibited by Title VII.
