If someone is laid-off for 3 months, can the employer change the person's hire date?

Yes. Some companies do adjust hire dates to reflect periods of layoff. It's perfectly legal.

They'd have to track your original hire date for certain benefits eligibilty though, such as your group health and retirement plans.
