I was a single mother. My daughers biological father didnt have his name put on the birth certificate. He hasnt had any contact with us at all for most all of her life. He has only seen her 3 times in 3 years. I just got married and want to have her name changed to my husbands and my new last name. I dont know legally where to start. Any advice?
