access to court

arizona - the state of arizona in statues is says i have no right to the court in a contract disput if i am not a licensed contractor by the state If the states licensing statues are unconstitutional
which i believe they are, the fact that the state is restricting
my constitutional right to access court, could this be grounds
for the strict scrutiny level of judical review ? thanks
