What is the name of your state? Virginia
I was involved in a TA on a multi-lane highway, with no witnesses. The other claims that he and I were both merging into the same lane and struck each other. I maintain that I was already in that lane and that he improperly changed lanes. The vehicles show that the front right corner of his car struck mine behind the front tire. Is there any law covering this or providing guidance? Thanks.

Sometimes a good insurance adjuster can tell from the impact who did what but that is rare. Sorry but it sounds like a "you pay for yours and I'll pay for mine" situtation.

Good luck!
