State of Florida- Adopting from a state agency. The child is listed on several documents as "special needs". We have signed an Adoption Assistance Agreement with the DCF. We did not receive an Adoption Disclaimer. The agency is now saying the child is not eligible for adoption assistance, but we have been instructed that he continue in psych counseling for "damage control" for adoption adjustment. If the state is receiving incentive funding for this special needs child why wouldn't he be able to receive adoption assistance? We have spent over 40,000 in one year to adopt this child. Any suggestions?

Doesn't Florida allow for a 'hearing' on these issues--in front of an administrative judge who resolves these types of issues between state adoption agencies and persons with an open adoption case?
