Is City also at fault?

Texas-Was in an accident on 11/25 as stated in my earlier post. The at fault driver states that there was a large bush at intersection that interfered with his view of the road,which resulted in his hitting our car,the police officer made note of this in his accident report.Since the bush is not on private property is the city responsible for maintaining the bush and do we have a claim against the city for our accident?
