Is there a statute of limitations on the timing for a traffic ticket response?

I received a ticket due to street cleaning in an area I had just moved into. Due to my recent status, I immediately went to the traffic bureau?? and filled in my complaint. 7 months later, I received a letter in the mail while I was away, stating that I owe the $50 ticket and if I pay within 10 days from the date of the letter (dated 12-16-02; received 12-27-02), I wouldn't have to pay any penalties.

Please help me!!! My original ticket was late May.

Help you do what??
Fight the ticket?? You haven't said that the ticket was not valid.
Fight the time delay?? No SOL.
Pay the ticket?? No way.
