drivers licence suspended criminal case

What is the name of your state? California
if sentencing included suspension of drivers license for 8 years, defendent 18 but had no drivers license, why would the judge state on the judgement "no abstract required"?

He made a mistake. He should have stated no jacket required.

What does this have to do with "US Supreme Court & The Constitution"?
