What is the name of your state? Ohio

My future husband is in the USA, I am in Australia. He was without work for a period of time, and is behind with child support. He is now working and paying his debts. He has now discovered that he can never get a passport due to the fact that he is in arrears with child support. My question is this?
If he pays all outstanding debts, and secures work in Australia, for the purpose of wage garnishing, for child support, can the revoking of the passport be reversed.
Our future depends on this.
Any help that you may have would be greatly appreciated.
