What is the name of your state? Indiana
What happens if the name of the biological father is not on the birth certificate? We have no idea where he is we also have none of his information and no idea how to contact him. Is it possible for the step-parent to adopt anyway?

Mom will have to name him as the father. Then the search can begin. Every effort will be made to find him. If he honestly has disappeared and cannot be found, he can be "notified" by an ad in the paper. Using the newspaper is the courts decision and not yours.

In all honesty, I think things will go more smoothly if he is found. In the present & the future.
