i would like to propose that, assuming utility companies are required to purchase excess power produced by homeowners, developers can build and sell solar powered homes and retain the revenue generated. thus providing homes cheaper and being more enviromentaly friendly and shifting the cost to private industry. how do i make a proposal? michael kendall.

My response:

Well, unless you want to run for State Senate and become part of that congressional mess in Washington, D.C., you might want to write a letter to your State representative with your proposal, and then see if and when it flies.
