Subject: Fraduent use of father's death certificate

I was name executor of father's estate upon his death.While trying to settle his estatse, I have discover that his girlfriend was issued two orginal copies of his death certificate (by the funeral home) and have been using them to transact his business (i.e. notifying Social Security and Retirement). Is this legal and what do I need to do to stop this. Everytime I notify a company of his death, they tell me someone provided them with a copy of his death certificate. Who is liable in case of fraduent use of this document. Is the funeral home responsible for issuing a death certificate to a non-family member:
