Immediately. There is no need to wait for the estate as a whole to settle as therte is nothing about the property to settle -- the remainder vests by operation of law. As a practical matter people try to negotiate a short term rental to hang on while they find something else, or wait until the remainderman files an eviction notice and a court orders it.

This is something you'd better speak to a local lawyer about as you need to get a lawyer's letter to stop the owner from taking action. Outside of a court order, nothing is as successful as a letter from a lawyer to get the other side to stand up and negotiate something.
