What is the name of your state? AZ

if an american citizen were to become a citizen of another country, how might they transfer their social security contributions to that new country?

They can't. They can, however, collect US social security while living in another country. They'll probably pay US taxes on it, though.

In the private sector, if an employee leaves a company, the vested portion of their retirement contributions go with them. If this is not true for social security, how will social security laws be able to deal with the proposed individual investment accounts?

Social security benefits are dependent on how much & how long you pay in, not on your citizenship or country of residence. Non-residents can apply for & receive SS benefits while living in another country. Depending on what kind of treaty (if any) the US has with that country, the SS dept may or may not withhold non-resident taxes before sending the money every month.

The government is not the private sector. The rules are different. :)
