health care costs

My husband and I have separate assets (annuities and retirement accounts)and a joint asset (house). If he has large health care costs beyond insurance (nursing home), will the assets listed solely under my name or the house be taken before the government pays?

As a matter of policy, if and to the extent a spouse's expenses are necessaries, is it fair for the Government to take them from the other spouse before we taxpayers have to pay?
