stepgrandfather has no will

dear L.Advice, I have a problem,
My stepgrandfather,married to my real mother
for 50 years,has deceased in december 1999.
He lived in paris,and I live in canada.
Grandfather had a heartattack,and was rushed to the hospital.Were he was prenounced dead.
Mean while back at the 65 room hotel he ownes somebody ransaced his room, and robbed him of all his personal papers,and his will.
I contacted a notary,in france and asked him to search the government registry of wills.
I just received a letter from him stating that there is no will registerd.
Should my next step be to contact all the notarys in france? his only living family is his brother.
