Schedule A - medical expenses must exceed a specified amount based on adjusted income.

My medical insurance is paid for with pre-tax dollars - as such, are or are not any pre-tax dollars amounts for medical expenses/insurance counted toward the specified amount?

No. Those pre-tax deductions were not included in your taxable income; you do not get to deduct them a second time.
