What is the name of your state? KY

I'm writing for a friend who's incarcerated in KY and going thru divc @ same time. The divorce was pushed thru after his arrest, she ran off w/another guy, he got upset, threats, thus doing time. Since his onset of incarceration, she's taken his license plates off of his truck, his truck was NOT on her property (his bro's), taken fam photos/his son, videos of his now deceased mother, antique clocks handed down thru generations, taken things down to his new boots - getting rid of them, selling them, throwing them away. Does she HAVE this right to DO this with his personal property... also, isn't stealing license plates criminal mischeif or theft of a motor vehicle or something? Thanks!
