The tax system is largely based on the idea that people will report all their income voluntarily. It's involuntary because, if you have significant income & don't pay taxes, the government can assess the tax itself, impose fines, send you to jail, etc.

That's good information. Can you state exactly which amendment changed the constitution to allow this type of taxation - income tax?

It was the 16th Amendment:
"The Congress shall have power to lay and collect taxes on incomes, from whatever source derived, without apportionment among the several states, and without regard to any census or enumeration."
