My son, who is 18, was left money by my father in his will 5 years ago, and it is NOT in a trust. The executor, my brother has control of the money and will not let my son have access unless he thinks it is for a good reason. Is this legal? This is happening in Wisconsin.

If your father died testate, I suspect there was a probate proceeding, in which the court made ordered all assets to be distributed to beneficiaries in a certain way.

What does that order provide? You need to get a copy (from your brother or the court) and read it.
