How can we get a letter of testamentary? My stepsons father was murdered and there is no will and few records of debts. We are having a hard time getting information without a Letter!

My response:

Someone on stepfather's side of the family must file a Petition for Probate (even though there may be no Will involved). Then, during the proceedings, the judge will order that Letters Testamentary be issued to the Administrator of the Estate (a family member) who can then use those Letter/Orders to obtain access to accounts and safe deposit boxes, insurance, etc.
