Less than a year ago my mother died. She left no will, however, she had no assets, property, money, etc. I was able to secure charity care and disability medicaid during her illness. On the onset of the cancer she incurred a bill from the surgeon which was not covered. I have been contacted by the surgeon who indicates that I am responsible for the payment of this outstanding bill. Am I legally responsible?

No, you are not responsible as you were not the one that services were rendered to, you were not the primary and responsible legal guardian and you do not administer the Estate. Now if you signed the paperwork ie. consent for treatment and authorization and payment agreement on behalf of yourself for your mother, you may be liable. If not, tell this sturgeon to go fish.
