What is the name of your state? NC

As a self-employed person, I have numerous folders of expense and deduction receipts for tax years 2000 to 2002. Is there any way of getting a release of liability from the IRS so I do not have to keep the 2000 stuff until next April, the 2001 stuff until 2 more Aprils, etc?

The reason being, that I would like to go on the road for several months and not have to worry about being contacted by the IRS.
Everything is legitimate and organized.

You need to keep the records for at least 4 years. You might designate a representative to receive correspondence from the IRS & give the rep some way to contact you while you're gone.
