I would like to know what defines convicted felon when filling out application for hire-

When filling out application for hire -

"Have you been convicted of a Felony" - What determines Felony?

If you have been charged with a felony - and have been discharged without conviction - does this apply to the applicant - to "fill this as Yes"?
