What is the name of your state? NY
My husband owes taxes from a corp that went bankrupt. He submitted an offer in compromise. Can IRS use my wages in determing how much he can pay monthly? I had nothing to do with the corp.

Yes, because any money you contribute to the household expenses if money he doesn't have to pay, which frees up more of his assets for the OIC. Do not attempt an OIC on your own. Hire a tax attorney or enrolled agent to help.
