Wants to move but doesn't know if she can.

A friend's divorce will be fianl in a few month. She lives in California & has custody of her 9 month old daughter. As part of the divorce and her gaining custody of her daughter, there is a 3 county area that she can not leave without telling her ex. I am under the impression that he would be able to prevent her from moving just to be moving. Could he prevent her from moving if she were moving to get married and her new husband lived out of state? Once the divorce is final, what does she need to do to make this happen?
