What is the name of your state? virginia
If a youth sexual offender confesses to a crime why would he go before a grand jury? Wouldnt he be seen before a judge for sentencing instead?

A grand jury does not do sentencing or even guilt/innocence. The grand jury determines whether there is sufficient evidence to bind the accused over for trial. Therefore, they either return an indictment or they don't.
