I am a pastor from SD and have been asked to marry a couple from CA over the internet. Can I legally do this and how?

Don't you have to sign the marriage certificate in person, along with at least two witnesses? You can't get married over the phone, so why would the internet be any different?

The Marriage Licence can be signed and whitnessed and sent back by mail within the time limit.
