What is the name of your state? CO

Given the following situation: A 31yr old male has been sexually abused by his stepfather from age 7 to age 16. Stepfather was a truck driver and brought the child through several different states during abuse period. Small town cops took report but made silly mistake of not believing aforementioned child. County DA discouraged family from prosecuting, saying this child and two siblings who were also abused would have their names spread far and wide by the media during the trial.
This child grew up to spend thousands of dollars on psychiatric care he knew he needed, and suffered incredible emotional damage affecting everyday life. Repeated entreaties to various agencies seeking justice for the offender, which is the last chapter in this story, have proven useless due to indifference or statutes of limitations running out.
Records of psychiatric care and possibly original police report, as well as eyewitness testimony from family can be provided.
What would the most likely legal repercussions entail, based on these circumstances and past legal precedents for similar cases, if the victim were to have murdered the perpetrator?

since the abuse is no longer ongoing, you would have no legal defense to the murder charge.

why not sue the abuser in a civil suit?

25 to life depending on the circumstances of the murder and the quota of convictions for the DA.

This guy doesn't have the cash to put forward to pay for a lawyer, and even if he won the case, the perpetrator most likely doesn't have the money to pay any damages that would be awarded. Lawyers are expensive. Shotgun shells are $6.00 a box.
It's not like he would ever kill anybody-it just came up over a couple of beers the other night. He's pretty frustrated.
