CA law, spouses lawyer withholding docs.

What is the name of your state? CA

My spouses lawyer has been holding our final divorce agreement for a YEAR. I have tried calling, going down to his office, and complaining to the state bar. The police wont help me, and I can't afford to get my own lawyer, just to have this paperwork filed. Please advise. Thank you.
