I am posting this for a friend of mine. Thirteen years ago my friend and her then husband made an agreement with her cousin to adopt the cousins baby. Before any papers were signed the husband dropped her and the child off in Iowa and then divorced her. She is the Legal guardian of the child but still has not adopted her. There is no one arguing the point of her adopting the child, she loves the child very much but has very little money to complete the process. Is there any easy way of doing this with out spending a lot of money and if so how does she go about it?? Thank you in advance for any answers.
