What is the name of your state?
Michigan

On 10/30 I deposited $250 into my bank account giving me a balance of $615
On 10/31 I gave a check to the office for my rent for $515
On 11/6 I checked my account balance on the internet and saw that my deposit on 10/30 went through as $25 (I must have missed a zero when depositing my check) The bank statement said I was charged $28 for a returned check fee on 11/5 and credited $225 for the ATM error.
I then when to the bank and explaind the situation, they refunded my $28
Then I went to my appt.office to clear up the bounced check. They said I had to pay a $50 dollar late fee, PLUS a $20 returned check fee. They told me the bank should pay me the $70 since they returned the check despite having my $250 in the account.
What can I do if the bank won't pay the $70???
Are they liable to pay me or am I SOL???

Obviously your entire amount wasn't avail. for the rent as your made a mistake. If you contract states they can charge late fees, and your ck. balanced, then they have every right to apply those fees.

You were given a break for the 28 ..

finished

I went to the bank and they paid me the $70. I showed them that the $250 was withdrawn from the check writers account 2 days before I was credited the $225. So the situation is finished.
