What is the name of your state? CA/TX

If a divorce is filed in CA by my spouse (where he resides), but not property served on me in TX (where I reside), can I file in TX as long as I get him served before he serves me? I cannot travel to CA or hire a CA atty and have just found out the CA court my husband filed in doesn't allower telephonic appearance for hearings, even tho there's rules allowing telephonic appearances in the CA Govm't, State and local rules-the courts can use their discretion and over-rule the higher laws, according to the Dept. the CA case is filed in.

Do I have a chance filing in TX? The only asset of importance is the CALPERS pension plan.
