What is the name of your state? South Carolina.

I am aiding a friend in getting her adoption records unsealed. She has went to get the paperwork from the courts to file but they refuse to give it to her stating she could turn around and sue the state of South Carolina for opening the records!

She has asked to speak with the court clerks supervisor, but the clerk says she is the supervisor and still will not give my friend the paperwork to file.

South Carolina law states she has a right to petition the court. Any idea's on who she can contact or how she can get the proper paperwork and ensure the clerk files it for a hearing?
