CPS has removed girls once already....

Situation: 4 girls ages 11, 8, 6, 3, are in the custody of their single grandmother. They have missed many many days of school due to head lice, CPS removed the girls and put them in foster care, Grandma got them back (this happen between Sept and Nov. of this year), started missing school again, according to CPS if the girls miss any school in the next 30 days they will be removed and never returned to Grandma. Mother of children has many mental issues and currently resides in a Psychiatric hospital, she has NO legal rights to kids, dad deceased. My husband and I who have two beautiful, healthy girls would like to try and get custody......we have no foster care "classes". If the girls are taken from grandma, can we step up and offer to take the girls? Does grandma have any say where the kids go? Can she give "temp" custody to us? The girls WANT to come live with us? I have no clue if its possible, will DSS let us take them???
