What is the name of your state? KS

In State Court, after properly serving someone in NY, and they didn't show up for court, the Judge issued a Bench warrant. Only problem, is that the warrant is only good in Kansas. If I do the same thing in Federal Court, and properly serve this person in NY and they again don't show up for Federal Court, is it possible that the Federal Judge will issue a Federal Warrant for arrest which is good anywhere in the US?

Does the person have to show up, or can he be represented by attorney?
